Why 3C certification is necessary
In order to fulfill China's commitment to join the WTO, adapt to the needs of China's market economic development, and establish a technology evaluation mechanism in line with international standards, China established the China Compulsory Product Certification System (CCC) based on four unified principles.
CCC is a full or partial replacement of the original import and export commodity safety and quality licensing system (CCIB), safety certification mandatory supervision system (Great Wall), network access license system, sales license system, and industrial product production license system.
In accordance with the work responsibilities assigned by the State Council, the National Certification and Accreditation Administration issued a compulsory product certification system on December 3, 2001. However, in view of the special circumstances in production, import and business activities, the China Certification and Accreditation Administration issued Announcement No. 8 of 2002, stipulating that some products can apply for exemption from 3C certification.
This product range includes:
1. Products that need to be imported and produced for scientific research and testing;
2. Parts and components imported with imported materials or processed with supplied materials for the purpose of exporting the entire machine;
3. Products exclusively for export according to foreign trade contracts (excluding products that are partly sold back to the country or sold domestically);
4. Imported parts and components are required for the introduction of production lines for technology assessment;
5. Products imported and produced directly for end-user repair purposes; repair parts provided for products that have ceased production;
6. Products for other special circumstances.
For products that are exempt from 3C certification, manufacturers or agents should apply to the China National Certification Supervision and Administration Commission and

"Compulsory Product Certification Certificate" will be processed and effective from May 1, 2003.
